Dont think a WC is essential at this point.
Miggy is a good keeper for coming 6 GWs. From those 6 GWs, only 2 GWs are tough in form of Everton and Arsenal, so you can deal with it. Get a second playing keeper after 2 GWs, prior the Everton game, for rotation.
The rest of your squad is pretty good. Most important, everyone is healthy. Id suggest you hold on to Lukaku for another 2 GWs. Everton has Norwich and WB next, who make errors in defending numerous times.
Lallana could be essential though over the coming weeks. Look at the fixtures, they are too delicious to ignore SOTON. Im even tempted to bring in one of the back 4 of SOTON.
yeah looking at s’hampton, maybe bring in a cheap defender as i dont think i can fund lallana with wally haz and yaya in mid.
hazard – where do you think Sterling will fit into Liverpool team when everyone is back?

i’ll use the extra money to upgrade sissoko (welbeck – aguero only need around 4 m) and might downgrade mert to kosc or sagna. so you’ll be able to do sissoko – cabaye / lallana / eriksen. or you can keep sissoko and use the extra money on your defense, which is week a little bit.

I would definitely rather have Negredo over both Welbeck and Rodriguez in that team.
Wellbeck will only be there for 1 week, by then Aguero should be ready to come back.
